In this week's Parsha we read about the Yom Kippur sacrifices and as part of the sacrifices the High Priest is commanded to take two goats. The Kohen Gadol then conducts a "lottery" between the two goats to determine which one will be sacrificed in the Temple while the second goat will be sent out to the wilderness.

Rav Sadya Goan explains that there is a message we can learn from this procedure of casting the lots. Although it seems like the Kohen Gadol is conducting a random lottery the exact opposite is true. It is to teach us that we don't really make the decisions and the truth is that everything is up to Hashem. The lottery is not random at all and it is just revealing to us what has been decided already in Heaven. This is specifically a message that we want to internalize on Yom Kippur that everything is really in the hands of Heaven.
